Implemented foundation

Designed for different ways of navigating.

Current controls

Semantic landmarks, heading order and a skip link.
Keyboard-operable navigation and visible focus.
Responsive text and layouts without fixed zoom restrictions.
Reduced-motion and forced-colour considerations.

Known status

Automated and manual testing will continue as components and approved content are added. Formal user testing with disabled participants has not yet occurred.
